WHAT IS DAGYAW 2020?

WELCOME TO THE DAGYAW 2020 TRACKER!

This platform contains information and updates about the Dagyaw 2020: Open Government Virtual Town Hall Meetings. It also serves as the repository of the consolidated documentation of emerging issues raised by citizens during public dialogues held under the Dagyaw platform, as well as, the responses and status of actions taken by government and other organizations that participated in this initiative.

 

WHAT IS DAGYAW 2020?

By virtue of Executive Order No. 24, signed in May 2017, the Dagyaw 2020: Open Government Virtual Town Hall Meetings is an initiative anchored on the mandates of the Participatory Governance Cluster of the Cabinet (PGC) to (i) promote and ensure the direct participation of various stakeholders in the crafting and formulation of policies and programs to address emergent governance issues and concerns at the grassroots level and; (ii) initiate programs and projects that will facilitate citizen empowerment and participation in governance at the national, regional and local levels.

In a nutshell, the Dagyaw 2020: Open Government Virtual Townhall Meetings is a continuing series of public dialogues co-designed and co-implemented by government and non-government organizations. 

"Dagyaw" is a Hiligaynon word that directly translates to “togetherness” or "bayanihan". It is in this continuing "bayanihan" spirit of Filipinos that Dagyaw 2020 aims to bring together different sectors in one platform to address public concerns about the most pressing and gut-feel issues of the country that were identified in consultation with various civil society organizations and networks.

 

OBJECTIVES OF DAGYAW 2020

The overall goal of Dagyaw 2020 is to provide an open, neutral and protected space for the Filipino people to dialogue with its government. As an access to information platform, it aims to boost confidence among CSOs and citizens in government programs that address their felt needs.

More specifically, each session of Dagyaw 2020 aims to:

  1. Provide updated information to the interested public on the current and future strategies and programs of government;
  2. Solicit questions and public feedback on the most pressing issues of the country; and
  3. Flag key issues and concerns raised by relevant sectors and identify possible action items and ways forward.

The conduct of Dagyaw 2020 is also a continuing international commitment of the Philippines to the Open Government Partnership, a global initiative that promotes transparency, public accountability, and citizen engagement, and the use of technology for better governance.

 

GOING VIRTUAL: DAGYAW 2020 AND COVID-19

The design of Dagyaw 2020 sessions is anchored on the objective of the National Task Force Against COVID-19 Sub-Task Group on Governance to ensure people-centered, clean, technology-enabled, and responsive governance in addressing the socio-economic and health impact of the COVID-19 pandemic.

In observance of the required health protocols and limitations to travel and mass gatherings in place to prevent the spread of the coronavirus disease, the conduct of the Dagyaw 2020 leverages on and utilizes various civic technology and online platforms in holding conversations with the Filipino public. 

 

DAGYAW 2020 TECHNICAL WORKING GROUP

The Dagyaw Technical Working Group (TWG) has been constituted and designated to steer the direction and overall management, implementation, and evaluation of the Dagyaw 2020. In the spirit of co-creation, the Dagyaw 2020 TWG is composed of representatives from both government and non-government sectors.  

At the national level, the Participatory Governance Cluster of the Cabinet, through the Department of the Interior and Local Government (DILG), Presidential Communications Operations Office (PCOO), and the Department of Budget and Management (DBM), are designated as lead conveners from the government. As endorsed by the Philippine Open Government Partnership (PH-OGP) Secretariat and Freedom of Information Program Management Office (FOI-PMO), the Right to Know, Right Now! Coalition (R2KRN) and the Caucus of Development NGO Networks (CODE-NGO) have been selected as the lead national non-government conveners of Dagyaw 2020.

On the other hand, the regional offices of the DILG, Philippine Information Agency (PIA), and the DBM are also spearheading the conduct of regional Dagyaw 2020 sessions, in partnership with their chosen non-government conveners.

 

Dagyaw Content Selection and Agenda-Setting

While the agenda of virtual town halls may differ per session, Dagyaw shall always seek to uphold inclusion and protection of dialogue spaces towards political efficacy and co-governance. As such, the Dagyaw TWG shall employ a transparent and well-documented mechanism on how the priority issues per session are selected. As such, the content and agenda-setting activities for the town halls shall be guided by the following process:

  1. To initiate the content selection and agenda setting process of the Dagyaw 2020, the government and selected NGO lead convener/s shall be given a maximum of one (1) week or seven (7) calendar days to come up with a list of topics to be endorsed for discussion in the Dagyaw sessions.

At the national level, the list should contain a minimum of eight (8) proposed town hall session topics. At the regional level, the TWG should identify a minimum of one topic for the conduct of one Dagyaw episode. Each proposed topic should include key questions that need to be addressed by a Dagyaw Town Hall session. Any issue or topic can be endorsed by the conveners.

However, when sourcing for inputs, the conveners should also note that topics related to the programs implemented under the National Action Plan Against COVID-19 especially those in the Recovery phase, shall be prioritized.   1. The prioritization of topics shall be led by the NGO co-convener/s. However, the proposed priority Dagyaw topic/s shall still be subject to the review and final approval of the TWG.
  2. From the list of proposed priority topics, the TWG shall review and decide on the number of sessions and agenda of each town hall meeting. The TWG shall document its review process on how and why such priority issues were selected. In its review, the TWG shall prioritize proposed topics related to the programs implemented under the National Action Plan Against COVID-19.
  3. The final number of sessions, agenda and content of each Dagyaw Town Hall Meeting should be unanimously approved by both government and non-government conveners.
