Dear Partners and Stakeholders, 

As we reach the midpoint of the term, the Philippine Open Government Partnership (PH-OGP) Steering Committee extends heartfelt gratitude to all who have contributed to our shared mission. This year’s theme, “Open Governance in Focus: A Midyear Journey of Progress Through Collaboration,” reflects our commitment to transparency, trust, and collective action. 

Open governance thrives through partnerships. It is shaped by diverse voices—from government, civil society, and communities—who co-create not just policies but a culture of accountability and inclusion. These collaborative efforts empower citizens and build systems that serve everyone. 

This year has brought both progress and challenges. Climate-related disasters continue to affect vulnerable communities, while disinformation and shrinking civic space threaten public trust. Rapid digital transformation and persistent inequality also demand innovation and adaptability from all sectors. 

Despite these challenges, we celebrate the achievements born from our cooperation: reforms built with stakeholders, inclusive dialogues that sparked solutions, and countless hours spent on consultations and capacity-building. These reflect what is possible when we work with the people, not just for them. 

As we look ahead, we recognize that the path forward requires even stronger partnerships. To address the pressing issues of our time—governance, civic engagement, digital inclusion—we must continue listening, evolving, and standing firm in our shared values. 

This midterm point is both a celebration and a recommitment. True progress lies not only in policies but in lives improved and institutions strengthened through collaboration. 

To our partners, allies, and changemakers—thank you. Your dedication fuels a more transparent, inclusive, and responsive government. 

Open government is not just good governance—it is the foundation of a just, resilient, and truly democratic society. It is how we build trust, restore hope, and ensure that every voice counts. 

Now more than ever, open government must not only be our goal—it must be our standard.
